I think the West has, for a lot of reasons, has had to be very reactive to what's happened in Ukraine. What Macron has said is making that more difficult. The Russian tactical nuclear weapons are still 10 to 15 kilotons. That is the same size if not bigger than the bombs that were dropped on Hiroshima and Nagasaki at the end of the Second World War. And a good deal of it could well, might well, fall in France. If Russia looks as though it's going to use its tactical nukes, we will probably get 24 to 48 hours notice, he says.
