Is the Popular Vote Not Reflected in the State Legislature?

The key concern that i have is that we have a process for drawing districts that is really not found anywhere else in the world. The people who are making the rules, the people woare drawing those districts, are often the very same people who will then be contesting elections in those seats. That conflict of interest has been at the core of America's jerry mandering problem. We've seen a number of states turn over control of redistricti to some kind of independent commission. This at least creates a process where it's fair and where the incentives don't crea a situation where those in control are going to do whatever they can to put their thumbs on the scale.
