One-seventh of the power being generated in the United States was dedicated to powering the facilities at what would become Oak Ridge. A lot of people didn't know what they were working on beyond their actual day-to-day jobs. And so this was, and it's something that happens today even in other large-scale projects. It's the compartmentalization of information.
