In 2009 the first real plan was released. Since 2007 a few things had changed, not least of which was the fact that the technology proposed would be woefully inadequate with the speed of change in telecommunications. Today as we stand here the project is almost finished due to be completed in June of this year. The total project cost has turned out to be $51 billion. On any project there are four key levers you can pull to change the outcome. And those four are cost, time, scope and quality. Too often value is destroyed by making necessary compromises in functional scope and quality in order to meet a deadline or stay within a budget envelope. Success has many fathers but failure is an orphan.
