Elfonso: If you're deemed a systemically important bank in the U.S., there is a defacto bailout in place as a consequence of it. The question here is whether a bank just below the threshold will be bailed bailed out or not and my take is that they should not be bailed out since they obviously don't qualify for a bailout from a regulatory perspective if you use my rule of thumb but secondly I'm not ruling a bailout out out out that sounded wrong, Elfonso says. "This bank had no risk management whatsoever," he adds. 'It's depositors by the way enjoyed quite some decent treatment'
