I would say that we're defaulting it to the central banks themselves. We naturally gravitate towards status solutions that result in increased surveillance. Different states can have different views of what's virtuous and what's frowned upon. And again, I think the design of the currency should reflect the objectives of the country. That can only be obtained by effectively putting it to the people and their elected representatives.
