There are very few people like homie Baba, Vikram Sarava or Malenobus who are eminent and distinguished in their field internationally. Nehru comes to realize so much on these technocrats because they get things done that India might not otherwise have. These technocrats don't cost the government a single rupee because they're paid for by their institutions which are often private as well they have foreign grants as well. Snilhil Nair was bound to be seduced by statistics but he didn't understand how critical data became about centralized planning.
Society cannot be designed in a top-down way. Central planning was a historic blunder that harmed India -- even though it was conceived by great men with good intentions.
