Homeland Security failed to create so much as a scrap of shade or shelter, and instead chose to house people detained pending processing in the open air. Afghans, Colombians, Vietnamese, Koreans and Golan, Sudanese, Tajics and Congolese people all shared little more than a few tarps and cardboard boxes for shelter while they waited for something to happen. In tomorrow's episode, we'll hear from some of them.
