Is the IRS Willfully Pulling Back From Auditing Barack Obama?

I don't give a shit about what's in the tax returns unless someone really finds the flaming pie to throw in front of my face. The single most interesting thing about this is precisely the auditing. Barack Obama was audited every year. Joe Biden has been audited twice as president. And Donald Trump was not, as far as I understand, audited as president. But wasn't there the suggestion that the IRS willfully did not and pulled back from auditing him to prevent? That is suggested in the executive summary. Or strikes me as pretty damaging.
