The Importance of Agency in Southeast Asia
There's a lot of concern in the region about becoming an arena of great power competition. Small and middle powers don't do very well when there is great power competition, especially when it's veering towards a conflict. And so as a result, I think they've been looking for ways over the last 25, 30 years to both diversify their partners and gain some degree of agency in their relations with great powers.
