The Second Secondary Merit of the King's Cabinet

In 1 Kings 4 Solomon establishes a royal cabinet consisting of 12 royal ministers who were taken presumably from all 12 tribes of Israel. But we have evidence throughout the scriptures of one of the 12 being elevated and he is the prime minister. And this is going to loom large when it comes to understanding what Peter meant when he said you are Peter and I give you the keys of the kingdom.
