How to Get Out of Fear and Get Into the Stock Market

The last 10 years the average annual increase in the S&P is 11% and the money market is going to be less than 1%. Is there a list of states that one might possibly live in with some degree of financial freedom? Missouri, Oklahoma, Tennessee, Alabama, Louisiana looks like North Carolina will join the list but there's I think Idaho is doing things South Dakota so you got a whole bunch of states that are moving.
