Norway's drugs court offers rehabilitation as an alternative to prison. Offenders with many previous convictions are given the chance to take part and remain free, as long as they fully attend. The scheme in 20 16 is proving successful. It's supervised by judge, and its aimd at repeat offenders with major drug problem.
