Compel the Israelites to Come to the Banquet

In the parable there, it does say, compel them to come to the banquet. And that's the holy spirit, irresistibly drawing some mess in the dreer stom. But i don't think compel ever means to force somebody to do something. In other words, this is bing the election of israel for the noble purpose of bringing the word and the messiah to the world. It seems like maybe god's promise has failed, right? Which is what he's ultimately saying in verse six.
