The History of Government Secrets
There was a study in the 1980s so ragged the whole kind of modern secrecy and censorship regime which includes forcing millions of government employees to sign NDAs non disclosure agreements. So that all started under Reagan like very few people I think only a few people in CIA up until the 80s certainly the 70s. The whole idea of government information or secrets who owns them is actually it's a constitutional sort of question. Whereas for example in Britain they don't really have that they have the official Secreties Act which was passed at the beginning of the 1900s.
