Do we have enough plans in places where there is a sort of local level adaptation for these massive changes that are happening? So local er adaptation is basically a form of helping communities deal with inpacts of climate change by making sure that they have th agency to make decisions on how they should deal with climate change and the money to operationalize these decisions.
