The Soviet Union founded 80 state sponsored sports programs where they were going to cultivate their athletes for the Olympics. In the mid 60s, East Germany created their own top-down state-run sports medicine program. And part of that system involved the administration of two million doses of anabolic steroids every year to athletes - particularly women. So these Germans said by giving steroids to women, we can really clobber the capitalists and it worked.
