How Can I Still Hear Sound Over Water?

Energy moves through the air at the of sound, and wind molecules are not being carried away fast enough. When you make the energy by clicking your fingers, the energy hits one air molecule, which then hits the next air molecule and transfer the energy across. So some of the energy will be swept behind, but most of it will get through to your ears. Ignoring noise can overpower it, but if you've got very smooth air flow over your car, you'll still hear some of the noise.
