I don't know if it was or wasn't. The intelligence community did determine that they could ottalls in a few places, they just didn't think it was what they knew about what would not have been enough to change the outcome of the election. And so they were still confident hilary would win. But obama gave a very stern call to poton and then said, cut it out. They saw voter registrations a newe infiltrated after that, or attacked. I'm guessing tht how they'd found those ip addresses somehow related inside their systems, but it was only a few.
