The One Authority Above All Was the Pope
This was an age before what we would call the modern state. There was no single centralized authority that set laws for an entire chunk territory. A kingdom like france or castile could be understood as a kind of a giant household. And in the view of the church, all of these various kingdoms and empires also were part of the larger fold of western christendom which was ultimately governed by the pope.
