Scare Brody and the Shark Attacks

Brody watches the swim cap woman floating on a raft. A dark shark fin looking object approaches her Brody rises. Then we see a man whose shoulder she's sitting on also rising water. So there's tension relief again and he's dead. Close up on Brody witnessing the horror unable to help his fears fully realize this his failure to close the beaches is his fault and this death is his fault. We get more dread than we have terror like it's great.
