Philosopher of language Steve Austin believes that what one does institutes a change in the world. By simply saying I promise, he says, you seem to make it so thatyou've promised. It's not just that I utter words but some kind of institutional fact about what I've done. He asks: What kinds of institutions have to be in place in order for you to make that kind of change?
