Climate Change and Water Scarcity as Risk Management

This summer, we saw the water levels decline so sharply in the rhine that ships were not able to ferr all the goods they need to. Some of them only had to carry a quarter of their normal loads. Now some ship companies and anmakers of ships are saying they're going to have to totally re design their ships when the water is really low. We can no longer think, oh, my goodness, it might happen in 20 50. This is happening now. So we need to move em and governments eed, to move from regarding water shortages as a crisis and see it now as risk management.
