The unemployment rate is downward 3.8%, which is actually good news, says CNN's John Sutter. But the participation rate has been falling dramatically over the past 10 years or so, he says. If today we had the same number of jobs relative to the working age population that we had back in 2008, then we should expect to see 9.5 million more people employed than what we are seeing now, writes Sutter.
