Good Story Telling Is About Character Development
Crime novels are definitely action based novels. But just because their action base doesn't mean that the characters can't have depth, or that you won't really see any sort of character development and all that. Great story telling is about characters the reader cares for. If, if they don't buy into the journey of character then the story fails. And these things are intertwined. You can't separate them.
