Herman Mueller and the Nuclear Reactor
The entire meltdown was contained inside the pressure vessel. The reactor was destroyed a valuable piece property, but there was never any danger whatsoever to the public. A very odd character named Herman Mueller was responsible for describing regulatory framework for nuclear reactor. He tried to sell Stalin on this in particular on a plan where only the 1% of the fittest Soviet men would be allowed to have sex with women. This way we could read under socialism a superior race of people.
