Is TSMC Going to Accelerate Caphacks?

TSMC Chairman Liu actually announced that they're going to increase the caphacks from 12 billion US dollars to 40 billion US dollars. They also announced that they'll build a second fab, designed for five nanometer, which now can do four nanometer. So I was a little surprised that TSMC will actually accelerate the technology move to Arizona. And with monthly wafer output from 20,000 to 50,000 wafers per month.
