It took three tries for the new york city department of health to develop and provide a system by which people could go on line when vaccine appointments were available. For those who couldn't get access to technology, which were often the communities most at risk, using an unlined booking portal to reach them was often ineffective. Even those who got a diagnosis were not guaranteed to get a jab because the vaccine turned out to be in short supply.
