The voltage effect is as much about the supply side as it is about the demand side. When i go from 30 great teachers to 30 thousand great teachers, something has to give if i want to maintain quality of the teacher. That's a supply side problem. If my idea relies on a wealth of human capital or really great people, get ready, because you have to spend more and more money. And that can undo your entire voltage effect. Of course, sometimes these spill overs can actually be positive. The important thing is to make sure you're constantly vigilant for spill overs as you skim.
