Loss and Damage Is a Fringe Issue in the Paris Agreement
For years, loss and damage was a fringe issue because the focus was on NDCs and 1.5 degrees. Now that it's shifting and loss and damage is entering the negotiations,. And these seem like shifting sands because suddenly 1.5 doesn't sort of want to be sent to stage anymore. Can you really expect any solid policy to be enacted from this kind of approach? We can't stick to one, but we move to another.
