Are the Republicans Incompetent?

I think the republicans simply don't have the competence to do it. I hate to say it, but they're not. Am i wrong? Innocent is not really about what they believe, or what they think is right, or who is going to be injured by it. If you can't lean over and scroop, scoop a gigantic pile of free money into your bag,. It's like there's a sign on it says, here's some free money. Free money.
