In 1992, the Quran was translated into Uzbek for the first time. The Fergana Valley became a haven for foreign Islamic missionaries and vigilante groups which attempted to challenge the power of the nascent Uzbekistani state. On the other hand, Uzbekistan's independence also gave space to Salafitz-inspired radical groups. A February 1999 bombing attack in Tashkent seemed to suggest that Uzbekistan's government might not be able to keep fundamentalist at bay.
