The German Success in the Second World War

There was no planning for the expansion of the Abver. I think that the German success in 1940 took the Germans by as much surprise as anybody else. And there is a huge amount of evidence for that. But it demonstrates that in terms of strategy, the Germans never anticipated having ports on the west coast of France on the Atlantic coast. They had to redesign or create new U-boats which were ocean-going. Those ocean-going U-boats became the backbone of the Kriegsmarine submarine fleet.
