Is There a Dependency of Developer Preview on Public Review?

In the teams client, when you go into the little ellipsis up in the corner for your settings, you bring that down. And then you're going to be able to see the public preview. You can't see the public review until you click on the developer review. So i went in and i could see both of em, even though i had neither one of them checked. I've never seen em. But the menuitems for me, both of them did show up.
