Nuclear Stability, Is That a Viable Strategy?

The United States is a status quo power because we're the top dog, right? So we don't want that to change. I mean, if this country lasts a thousand years and we all pray, well, we want to be at the top of the heap for that whole period of time. However, you can't stand up the beach's edge in order to get your feet wet, you know. Change is inevitable. And what we have to do is to find constructive ways to allow change to occur that doesn't threaten our position.
