Is There a Commercial Feasibility of Nuclear Fusion?

If nuclear fusion energy is developed, would it be made public or private? Would the wealthy have access to that type of energy? I just hate the thought of having one person being able to make so many important decisions for me. The restrictions based on cost make it seem like if it ever does roll out, it will be once again, the wealthy.
