Preserve the Duma at All Costs

Stalepin continued to withhold legal recognition from several political parties. Many leaders of the various parties, including pavel milakof and the cadets, set up shop just over the border in finland. But that did not stop those parties from contesting the election. They just had to be more circumspect about how they went about it. Their working slogan was, preserve the duma at all costs. This would no longer be about storming the citadel of autocracy but instead about beginning an orderly siege.
