What Is Lucifer?

A protestant friend of mine asked me about the vatican's telescope named lucifer, which he saw in a utubidio. I explain the real name, i believe is large telescope observatory. And showed him the web page and facebook link to back that up. But i noticed when doing a search, this is a big conspiracy theory on line. My question would be, do you know how this rumour got started? And can you give an insight on this? Yes. So lucifer is the latin term meaning light bringer or light bearer.
