Theodosius and the Bishop of Milan

Theodosius was keen to placate the Bishop of Milan. Ambrose had stayed behind when the Imperial Court abandoned Maximus. Theodosius caught his first whiff of Ambrose's willingness to go head-to-head with an Imperial Court.
