The Imperfection of Absolute Immunity
The 1983 regime guiding all this is working pretty OK from the plaintiffs perspective at a high level. There's got to be some texture there that we're not taking into account. In a nation of 320 million people, 800,000 law enforcement officers or so, day in, day out, 24 hours a day interacting with one another. Two things I hope that we guide our outrage towards are institutions rather than individuals.
