Leopold II was a paradigm for a new kind of compassionate, modern imperialism. Out of his own pocket, the king had funded stations along the Congo River that were stocked with scientists and linguists. He built infrastructure to help missionaries spread Christianity. Leopold helped establish a system in which black tribal leaders could establish their own local dominions.
