Scientific Publishing in the Twenty-First Century
In the 19 twenties, very few papers were refereed when this was happening. A congress got not superpleased with the scientific establishment and proposed congressional oversight of scientific publishing. In an effort to try to make science seem a more neutral and less political, they basically said like, you know, we're going to bring on independent experts to review all of the stuff getting published. We're going to call it peer review, and it's going to be great. And that was enough to get congress off the back of major scientific publishing in america.
