Laos has long been considered an authoritarian state, but it's only recently that it's tipped the scales towards becoming a criminal state. When did things start to become so dire? I don't think there's a line per se and I couldn't identify a specific moment. The gross of foreign investment from the mid-2000s onwards has really seen an acceleration in these trends of criminality and corruption.
