Is CRISPR a Gene Editing Technique?

The things you inherit stay the same throughout your life. Although there is new technology that could potentially change genetic material, you have to change it in all the relevant cells. That's a really, I mean, there are massive ethical issues anyway and we're just working out how to do that. But changing all of the cells in someone's brain is realistically a long way off.
