The Risks of Curriculum for Wales

The principles of progress are not mandatory, they don't have to be done. There is no expectation that you must use direct instruction or inquiry learning. It's entirely up to the school to decide that. And we know that for example, there's this whole conversation about reading. We can see for an evidence that in fact it does work and we can see the results of that in England but also in schools that do it. But Welsh Government guidance doesn't support that way of doing things.
