The Case of Bud Dwyer and Robert Asher

Bud Dwyer was personally responsible for all matters relating to the awarding of the FICA recovery contract. Recent bills adopted by the Pennsylvania State Senate authorized the state treasurer to recover the tax overpayments. John Torquato Jr. confirmed the investigator's suspicions and said he enlisted an attorney named William Trigget Smith, who had connections to the Pennsylvanians government in a bid to rig the bidding process. Charges were filed against Torquato as well as Attorney William Trig get Smith, Robert Asher, and Bud Dwyer.
