Our system's amateur at the core, isn't it? Yeah, and that is exactly the problem. It's sort of left over from Imperial times, if you like. It's a Kipling type approach to government. And it doesn't really work in the modern world. The place is a completely inappropriate place to run a government from. You'd be much better off having experts in the room who can talk to you about how this could work and how this couldn't work. But your Scottish secretary isn't necessarily going to help you if you're considering what to do with some particular aspect of foreign policy. So if anyone was sensible, they would move government out of QE2 centre
