The Modern Security Clearance Process
The modern concept of what we know as a security clearance didn't come about until the 1950s with the first executive order on the subject issued by President Eisenhower. For 99.5% of all clearance denials and revocations, the way it works is the agency that held the individual security clearance. And for the most part, clearance cases are generally about mitigation. Usually in most cases, there isn't an issue of refuting the accuracy. It's always about clarifying details, providing context in mitigating the nature of the disqualifying concern identified by the agency.
