Pre-Polio FDR - What Role Did He Play in FDR's Presidency?

FDR was constantly experimenting at Warm Springs. He would just try different things like throwing spaghetti in the wall to see what worked and they'd measure the progress. There's a famous FDR quote that he gives in his 1932 campaign for the presidency where he says try something if it fails admit it plainly but above all try something. It comes completely from his own experience of sort of doing his research but then throwing himself into whatever he can.
