Most people who were of Italian descent did not consider themselves part of an Italian nation until well into the 19th or 20th century. The idea that you're gonna talk about biological purity, just this is not gonna work really well in a country like Italy. And Mussolini denounced Hitler's anti-Semitism. In the early 1930s, I think in 1932, he rejected it as 100% racism.
